   It depends what kind of romance story you are writing. Why don’t you have a look at the mills boon website, it gives tips and instructions etc.

   Go to the aspiring authors section.

   I just want to add something to the above post, as a woman I have corresponded with recently sold a romance to mills boon - a hospital romance which sells well overseas as opposed to the US. No agent, either. So that was good advice you were given by the first post.
